Gianni Infantino, UEFA's General Secretary, stated that these changes will rank teams based on their sporting merits, rather than ranking them with the UEFA's coefficient system used to this day.

UEFA is currently considering the possibility to change their Champions League seeding system before next season. The new system would include the champions for each of the association's top leagues, plus the defending champions.

This season, pot one included three teams from Spain, two English sides and two Portuguese squads, leaving Bayern Munich the remaining spot. With this new system, UEFA officers will try to reinforce the "sporting merit", giving more importance to their domestic competitions rather than the International tournaments, such as the Champions League or the Europa League.

UEFA's General Secretary Gianni Infantino ellaborated on this matter: 

"People had difficulties in understanding how the champion of a country is in a lower pot than the third-ranked in that country, that's why he club committee felt that there should be somehow an additional award given to the winners of the different national competitions," Infantino explained.

The changes in next year's draw were considered after having Manchester City placed in pot two, while other teams such as Chelsea were located in the first one. Infantino emphasized on this matter and how this changes will have an immediate effect on the competition:

"I think it's kind of a natural thing to give to those who have won a competition a special treatment like this. This will give another dynamic with the draw and in the way the groups are composed. It will be approved with the regulations at the start of next year," Infantino concluded.
