UEFA's President wants to empower the referees aside the goals, alongside other new ideas, such as a white card.

UEFA President Michel Platini wants some rules to change, for the benefit of football. The former French player had a book published today, in which he explains with detail some innovations he would want to execute on the pitch.

In his book "Let's Talk About Football", Platini proposes two extra substitutions which could be used only at halftime, so that the rhythm of each game would not be affected. According to Platini, it would give managers more alternatives besides the three substitutions currently allowed.

Another rule Platini is proposing is the inclusion of another card. The "white card" would be used as a cautionary measure against those players that argue with the referees. "The white card would sanction the player for ten minutes, sending him to his club's bench. It must not be confused with the yellow card, and it would be a good solution to the epidemic of players arguing with the refs," Platini wrote.

Going even further, Platini proposes a renovation to the International Board, FIFA's council that studies possible changes in football's rules:

"It would still have four British members, there would be no change concerning them. But what we propose is that the other four members would have to be former players and well-known coaches, so the International Board gets a fresh opinion of those who have to live with those rules day by day," Platini states.

Other changes proposed by the French executive are, for example, letting referees do their job regardless of their age, as long as they can prove they are in top shape, and giving the goal-line referees the chance to enter the pitch as much times as they need to do so during a game.
