The teams previously voted against making five substitutions per game in the upcoming season.

Premier League clubs are set to revisit their decision not to use five substitutions in a game ahead of the commencement of the 2020/2021 season. Reports from England have indicated that the agenda is back on the table after a host of top clubs sided to advocate for his reinstatement.

Back in May, the International Football Association Board (IFAB) signed off FIFA's proposal to give clubs the opportunity to make up to five substitutions (with an extra one for cup matches that go into extra time) for 'Project Restart'. While some top leagues decided to extend the rule for another season, the Premier League voted against its implementation in the 2020/2021 season back in August.

In effect, the teams will be using a maximum of three substitutes each in a game. The number of players that will be allowed to make the bench will also be seven as it was the case with pre-coronavirus regulations.

Nevertheless, that is expected to change at a shareholders meeting on September 3. According to The Sun newspaper, Manchester United, Manchester City, Liverpool, Chelsea and Arsenal are all now in favor of using substitutes per game in the upcoming season. 

The aforementioned clubs are set for an action-packed season as they will be featuring in the Premier League and the two English domestic cups, and are eligible to play in Europe as well. Owning to the busy nature of the roster, the teams will look to cut on fatigue by having multiple game-changers on the bench to count on.
