The Blues seem to be quite confident to have their ban overturned or delayed by the Court of Arbitrage for Sports, which would allow them to sign Barcelona's flop.

Chelsea is taking the necessary steps to have their transfer ban overturned, and while they are trying to do so, the team is also trying to secure a couple of deals to make the most out of that effort.

According to a report by British newspaper Metro, Chelsea have named Philippe Coutinho as their top transfer target. Coutinho's arrival would be used to fill the void left by Eden Hazard, who is set to join Real Madrid in the next few weeks.

In order to do so, Chelsea is willing to pay Barcelona over $176M for the former Liverpool footballer, which would cover the fee paid by Barcelona to lure him away from the Reds 18 months ago. While Barcelona is ready to part ways with the player, there is a big "if" in this negotiation: Chelsea's transfer ban.

A decision on said transfer ban could come in the next few weeks. While Chelsea seems confident the ban will be delayed by the Court of Arbitrage for Sports, the team's transfer business will have to wait until the decision is made official.
